Kannur International Airport is an upcoming International Airport located at Mattanur in Kannur District, Kerala, India. The airport is the fourth and largest international airport in Kerala. The Kannur International Airport( KIAL) is the second greenfield airport setup in the public private partnership (PPP) model in civil aviation infrastructure sector in kerala. Kannur International Airport is expected to be operational by 2015.The department is hoping to conclude test flights by December 2015 and commercial flight operations commencing by May 2016. ==History== The Government of Kerala initiated planning for Kannur International Airport in 1998. Kerala Industrial Infrastructure Development Corporation (KINFRA) was appointed to undertake feasibility studies, which were submitted to the Government of India in 2005. The proposal for the development of the ‘Kannur International Airport’ received ‘in principle’ approval from the Ministry of Civil Aviation in February 2008. Government of Kerala has floated a company by the name Kannur International Airport Ltd ( KIAL )for the development of the airport. File:Kannur_International_Airport_KIAL_Logo.gif On 9 August 2012, STUP consultants was selected as the project consultant after submitting a winning bid of 145 million. On 3 September 2012, Kannur International Airport Ltd (KIAL) announced that it had issued a show-cause notice STUP Consultants. KIAL stated that the consultant had violated Request for Proposal (RFP) conditions. In the meantime, STUP Consultants filed a Writ Petition before the Hon’ble High Court of Punjab & Haryana at Chandigarh, which stayed the operation of the blacklisting order dated 27.3.2009 of the Department of State Transport, Govt. of Punjab, vide an interim order of 15.03.2013 and ruled that the “operation of the impugned order shall remain stayed and the order will not be cited or used against STUP Consultants in any manner while applying for any other contract with third parties till further orders”. Based on this interim order, KIAL made a settlement agreement with STUP Consultants and accordingly the Division Bench of the Hon’ble Kerala High Court disposed the petition filed by STUP Consultants, also laying down that the settlement shall not in any manner be treated as an impediment or bar against STUP in any tendering or contractual manner and shall simply be deemed to be a discharge of STUP from the project.
